The benchmarks may be used throughout various levels of the organization. For example, the Superintendent and Cabinet and Board members might place initial focus on performing a pre-assessment of the district's current status. Additionally, district administrative departments may assess their effectiveness and progress toward improvement by using the self-assessment. Schools, also, within the framework of the School-based Improvement process, may find the self-assessment valuable.
Uses
A wide variety of uses of the benchmarks is expected and encouraged. For example, districts and school may choose to use the statements as:

districts and schools begin to use the benchmarks to focus their self-assessments,
the documents will be further honed to improve usability. Initial dialogue
with member districts about how and when to use the statements as a focus
for self-assessment will provide important insights about how to improve their
utility.
